the appointment of a Commission to consist of an Officer of the Colonial Government, a Consular Officer, and a Chinese official, I have reason to believe that this arrangement is approved by Your Excellency, and in accordance with it I propose to name Sir Brooke Robertson, Her Majesty's Consul at Canton, as the Consular member of the Commission. It is appreciated by Your Excellency that his services are available, and I am writing to request Lin Kuen Gik, the Governor General of the Two Kuang, to appoint an Officer to represent the Canton Government, and to inform him that whenever Your Excellency shall have decided what officer is to represent the Colony in the matter, Sir Brooke Robertson will be prepared to confer with the Officers so appointed at whatever time and place the Commission shall decide upon as most convenient.
